Pragmatic and rational approaches in qatar’s foreign policy

Annotatsiya

This article examines the pragmatic and rational approaches underlying Qatar’s foreign policy and their role in strengthening the country’s regional and international position. Although Qatar is a relatively small state in terms of territory, population, and military capabilities, it has developed considerable diplomatic influence in the Middle East and beyond. Its foreign policy relies on multi-vector diplomacy, strategic balancing, energy resources, mediation, economic partnerships, and soft-power instruments. The article analyzes Qatar’s relations with the United States, Iran, Türkiye, and the Gulf Cooperation Council states from the perspective of pragmatic foreign policy. The 2017 Gulf diplomatic crisis is also examined as an important example of Qatar’s rational and adaptive foreign policy behavior. The study argues that Qatar’s foreign policy is primarily driven by the pursuit of national interests, security, economic sustainability, and international influence rather than by dependence on a single alliance or ideological orientation.
