This article provides a comparative legal analysis of the nature of non-governmental non-profit organizations (NGOs) and social entrepreneurship entities. Through the prism of the current legislation of Uzbekistan, the similarities between these two institutions in terms of social mission priority are highlighted, alongside distinct legal boundaries regarding economic models, funding sources, and profit distribution. Based on the analysis of international experience and local practical cases, scientifically grounded proposals are put forward for the legal consolidation of social entrepreneurship as an independent "hybrid institute" and the expansion of opportunities for NNPOs in the field of entrepreneurial activity.
