Listening comprehension competence is based on the process that occurs in the process of information assimilation, in this study, the scientific foundations of the formation and development of listening comprehension competence are directly analyzed, and their cognitive and psycholinguistic criteria are studied linguistically. Listening comprehension is the result of a complex functional mental process of thinking, and the occurrence of this competence is directly associated with the decoding process of phonetic units, the semantic codification of the transmitted information, as well as analytical methods such as contextual analysis, and occurs as a result of the integration of factors such as working memory and thinking. The cognitive psycholinguistic study of listening comprehension competence, as presented in the article, creates an integrative approach to the emergence of such stages in cognitive perception as speech perception, mental processing of content, and information storage, and helps to increase the effectiveness of the analysis inherent in metacognitive strategies of language acquisition. The stages of formation and development of listening comprehension competence arise as a result of the interrelation of the above-mentioned psycholinguistic and cognitive norms, and serve as a foundation for the development of effective research methods in the field of education.
