This article analyzes the essence and structural composition of political consciousness, as well as theoretical concepts of technologies for managing it at the social and state levels. The study examines the cognitive, axiological, and behavioral components of political consciousness and the specific features of its manifestation at the individual, group, and societal levels. The article provides a comparative analysis of elite theory, which shapes political consciousness “from above,” and the concept of cultural hegemony, which shapes it “from within,” and also highlights the process of influencing political consciousness through the mechanism of soft power. Particular attention is paid to modern manipulation technologies, their features in the digital space, and the factors that form society’s immunity to them, including media literacy, transparent politics, and national information policy. Content analysis and comparative-theoretical methods were used in the study. The results show that managing political consciousness is not a form of one-sided coercion, but rather the result of the coordinated influence of values, the information environment, and institutional factors.
