Social partnership is increasingly recognized as a key governance mechanism in modern democratic and transitional political systems, particularly in contexts where the state seeks to maintain stability while simultaneously supporting civic participation. This article examines the development of social partnership relations in Uzbekistan, focusing on the evolution of state policy and the strengthening of cooperation between government bodies and civil society institutions, especially non-governmental non-profit organizations (NGOs). The study applies qualitative document analysis to constitutional provisions, legislative frameworks, and presidential decrees, including reforms introduced in 2013 and 2018. The analysis demonstrates that Uzbekistan has adopted a gradual and structured approach toward institutionalizing social partnership through legal regulation, administrative simplification, enhanced NGO participation in socio-economic policy implementation, and improved mechanisms of financial and material support. The results suggest that the Uzbek model of social partnership emphasizes stability, balance of interests, and public trust in reform process. The discussion evaluates the strengths and challenges of this model and highlights the importance of political culture, civic engagement, and institutional accountability in ensuring sustainable partnership. The article concludes that further progress requires strengthening local partnership mechanisms, improving evaluation tools for measuring partnership effectiveness, and expanding institutional opportunities for citizen participation.
