This article examines the legal status and mechanisms for assessing the professional competencies of scientific and pedagogical staff in the higher education system of Uzbekistan. Using normative legal and systemic-structural methods, the study analyzes teachers’ labor guarantees, including working hours, leave entitlements, and protection from forced labor, as well as the practice of concluding five-year fixed-term contracts on a competitive basis. The necessity of transitioning to an objective KPI system and an “effective contract” model is scientifically substantiated. The problem of labor precarization, or employment instability caused by fixed-term contracts, is identified, and legal solutions are proposed to balance academic competition with job security. Recommendations for digitalizing competency assessment are also provided.
