The article examines the doctrinal, structural, and technical foundations for constructing the criminal legislation of the Republic of Uzbekistan in the context of historical continuity, contemporary criminal law policy, and the digital transformation of justice. The author analyzes the axiological origins of the Uzbek model of criminal law, linking the principles of humanism, justice, legality, and proportionality with the legal heritage of the East, including the “Temur Tuzuklari” and the ideas of thinkers of the Eastern Renaissance. Particular attention is paid to the need to modernize the architecture of the Criminal Code by moving from the classical two-part pandect system to a three-part modular structure consisting of the General Part, the Special Part, and the Interpretative Part. The article substantiates the advisability of separating criminal offenses, or criminal misdemeanors, into an independent block within the Special Part. It also proposes replacing the linear numbering system of articles with a decimal index-based model that ensures an open architecture of the Code, machine-readability, ease of application, and adaptation of criminal legislation to the requirements of a digital state. The author concludes that the proposed model provides a synthesis of national traditions of justice and modern standards of legislative technique.
