The article provides a comprehensive analysis of the role of the United Nations Security Council (hereinafter referred to as the Council or the UN Security Council) as the principal body responsible for maintaining international peace and security. Based on an analysis of the UN Charter, Security Council resolutions, and the practice of its activities concerning the major armed conflicts of the past thirty years — from the Gulf War to the conflicts in Syria, Ukraine, and the Gaza Strip — the study concludes that there is a growing crisis in the effectiveness of the Security Council. The article substantiates the thesis that the modern Security Council increasingly functions not as an impartial legal mechanism of collective security, but as an instrument for realizing the political interests of its permanent members. The author’s recommendations for reforming the composition and procedures of the Council are proposed.
