This article explores the legal, political, and ethical issues associated with the integration of artificial intelligence technologies into lawmaking processes. In particular, it provides a comparative analysis of the doctrinal and legal approaches of various global and regional organizations regarding AI governance. The study examines mechanisms to prevent fundamental risks such as algorithmic bias, the “black box” effect, and digital hegemony. Through the article, an understanding can be gained regarding the specific features of international standards — the principles of human rights protection, economic efficiency, and digital sovereignty. Furthermore, based on international experience, scientifically grounded conclusions and practical proposals are presented for the national legal system of Uzbekistan, including the creation of a closed-loop “National Legal AI” model in the Uzbek language, the categorization of AI systems by risk level, and the introduction of strict algorithmic accountability in this field.
