This article explores the evolution of the law-making function of the state in the context of digital transformation and the role of artificial intelligence (AI) technologies in its optimization. It analyzes various AI capabilities for eliminating errors associated with the human factor in the traditional law-making process, as well as for resolving conflicts and legal gaps in legislation. Furthermore, it highlights the theoretical and legal issues involved in using modern digital tools for the preparation of draft laws, their automated legal review, and the advance forecasting of the consequences of adopted norms. As a result of the study, scientifically substantiated conclusions and recommendations were developed for the formation of a high-quality and stable body of normative legal acts.
