This article analyzes the role of the Shanghai Cooperation Organisation (SCO) in ensuring peace and stability in Afghanistan. It examines the historical evolution of SCO–Afghanistan relations from 2001 to the present, the Organisation’s institutional mechanisms for addressing the Afghan issue, and the opportunities and constraints faced by the SCO in this domain. The study is grounded in Regional Security Complex Theory, as developed by Buzan and Wæver, and Functional Cooperation Theory, as developed by Mitrany. The findings indicate that the SCO is emerging as an important regional platform for addressing the Afghan issue; however, the divergent geostrategic interests of member states, the lack of international recognition of the Taliban government, and the limitations of the consensus-based decision-making mechanism constrain the Organisation’s practical effectiveness.
