This article examines the historical formation of the mahalla institution through the lens of social institution theory. The study aims to identify key evolutionary stages, functional transformations, and normative-cultural mechanisms that shaped mahalla. Using source-based analysis and comparative-historical methods, the factors of institutional resilience are systematized. The findings show that territorial proximity, self-regulation, and mediating functions enabled institutional consolidation of the mahalla.
