This article illustrates, with examples, that the issues of harmonizing national, regional, and international interests in the field of nature protection are of paramount importance. It presents ideas, observations, and scholarly views on the functions of state bodies, the goals and tasks of civil society institutions in environmental protection, and proposals for solving problems in this area.
