This article presents an academic analysis of advanced foreign experiences in the digital transformation of educational management and the theoretical and methodological foundations for their integration into the national system. The study critically examines digital education management models in Estonia, China, and other developed countries and identifies conceptual directions for improving the national HEMIS system. A new classificatory approach combining the axiological, infrastructural, and pedagogical components of digital management is substantiated. As a result of theoretical and comparative analyses, fundamental categories for optimizing management decision-making processes in educational institutions and improving the quality and efficiency of education are formulated. These results are of significant scientific importance for adapting global digitalization trends to national characteristics.
