This article analyzes theoretical and practical issues related to expanding public participation in the lawmaking process in the context of implementing “smart regulation” principles in the Republic of Uzbekistan. The study comparatively examines the role of the public in the Regulatory Impact Assessment (RIA) process, the recommendations of international organizations, and the best practices of developed jurisdictions (the United States, the European Union, the United Kingdom, and Canada) in this field. The paper identifies legal gaps in national legislation, specifically the lack of a clearly defined mechanism for the public to submit proposals for conducting an expanded RIA. The author proposes recommendations for enhancing the functionality of the regulation.gov.uz portal and introducing specific legal norms granting stakeholders the right to initiate an expanded assessment. The practical implementation of these proposals will contribute to increasing the legitimacy of adopted regulatory acts and the effective regulation of social relations.
