This article presents a comparative legal analysis of pre-trial proceedings in criminal cases in the Republic of Kazakhstan and the Republic of Uzbekistan. Based on the current legislation of the two states—the Code of Criminal Procedure of the Republic of Kazakhstan (2014) and the Code of Criminal Procedure of the Republic of Uzbekistan (1994, as subsequently amended)—the institutional, procedural, and conceptual differences and similarities in the organization of pre-trial proceedings are examined. Particular attention is paid to issues of initiating criminal proceedings, the procedural status of participants, preventive measures, prosecutorial supervision, and judicial control. The study draws on the scholarly works of procedural law academics. Conclusions are drawn regarding the prospects for improving and achieving possible convergence of the criminal procedure systems of the two states.
