How Chinese investment under the belt and road initiative (BRI) is transforming Uzbekistan’s mining sector

Under the Belt and Road Initiative (BRI), China's investment in Uzbekistan's mining industry represents not only a deepening of bilateral economic cooperation, but also an important case for examining changes in mineral resource allocation and sectoral restructuring. In particular, the signing of a mining cooperation agreement by the leaders of China and Uzbekistan during the Samarkand Summit in 2022 accelerated Chinese investment in Uzbekistan and contributed to noticeable changes in the structure of Uzbekistan’s mining market. This paper reviews the current state and key constraints of Uzbekistan’s mining industry, pointing out that infrastructure bottlenecks, technological limitations, and capital shortages restrict sectoral development. The aim of this study is to analyze how Chinese investment, through capital input, infrastructure development, and technology transfer, has influenced the development and organization of the mining sector. It examines the mechanisms through which Chinese investment reshapes the mining market and discusses future investment trends. The research methodology primarily combines quantitative analysis with case studies, to assess the effects of Chinese investment using sectoral data and representative project cases. The results show that Chinese investment has not only enhanced production efficiency and technological capacity in Uzbekistan’s mining industry but also contributed to employment creation and related economic activity. The study concludes that Chinese investment has played a meaningful role in advancing the modernization of Uzbekistan’s mining sector, while noting the importance of addressing environmental and sustainability challenges in future cooperation. The significance of this research lies in providing empirical insights relevant for policymakers and stakeholders involved in mining-sector cooperation between China and Uzbekistan.
