This article analyzes the political and legal foundations of transboundary water resource utilization in the Central Asian region, the balance of interests among regional countries, trends in the development of water diplomacy, and mechanisms for ensuring water security. Additionally, using the Amu Darya and Syr Darya basins as examples, it explores water distribution challenges and the institutional mechanisms for addressing them.
