This article provides a comprehensive analysis of the readiness of the legal system of the Republic of Uzbekistan to meet the challenges posed by the rapid development and implementation of artificial intelligence (AI) technologies. The evolution of legislation is examined from strategic program documents, such as the “Digital Uzbekistan – 2030” strategy, to the adoption of specialized regulatory acts, including the Law “On Relations Arising from the Use of Artificial Intelligence” (2025). Particular attention is paid to doctrinal discussions in Uzbek legal scholarship concerning the legal personality of AI, civil liability, and copyright in relation to objects created by neural networks. Based on an analysis of the works of leading scholars (S. S. Gulyamov, I. R. Rustambekov, Kh. T. Azizov), gaps in civil and procedural legislation are identified. The article concludes that the legal system is in a state of “catch-up modernization,” actively forming institutional frameworks but still requiring a profound revision of substantive legal norms to ensure a balance between stimulating innovation and protecting citizens’ rights.
