The article analyzes the social guarantees and motivational mechanisms for citizens participating in ensuring public safety in the Republic of Uzbekistan. The study of the normative and legal framework revealed its fragmented nature and differences in the status of participants depending on their sphere of activity. At the same time, it was noted that in certain areas there exist both a formalized segment with established social guarantees and an informal segment dominated by declarative approaches. The author substantiates the need to develop and adopt a unified law “On the Participation of Citizens in Ensuring Public Safety,” aimed at the legal unification of citizens’ participation, strengthening their social protection, and fostering stable state-society cooperation in the field of security.
