This article provides a scholarly analysis of the emergence of the state and law in the territory of present-day Uzbekistan and the stages of its early legal development. It examines the legal system of the Achaemenid state, the binding force of royal decrees, judicial practices, and punitive sanctions for crimes. Additionally, the paper explores the content and significance of the Avesta, including its religious, political, and legal dimensions, and its role in maintaining social and legal order. The study analyzes customary law as practiced in the polities of the Huns and Hephthalites, and it reviews rules governing family and property relations. Finally, the article offers a general description of the religio-legal norms that regulated social relations among Jewish, Buddhist, Christian, and Manichaean communities residing in the ancient land of Turan.
