The article examines the subject and scientific foundations of prosecutorial supervision over compliance with payment discipline legislation in the agricultural sector. It analyzes constitutional and regulatory frameworks, positions of domestic and foreign scholars, and the doctrine of the prosecutor’s office; identifies legal gaps and divergent interpretations of the scope of supervision as applied to agricultural payment relations. The author argues for a clear definition of the subject of prosecutorial oversight (covering both law enforcement and compliance with regulatory acts), highlights risks associated with non-performance of payment obligations in agriculture (arrears, misuse of concessional loans, embezzlement of subsidies), and proposes a formulation of the oversight subject together with justification for codifying relevant provisions in a dedicated law on payment discipline. The study has practical significance for improving law enforcement and protecting the economic interests of the state and participants in the agro-industrial complex.
