This article presents a political science analysis of the role of non-governmental organizations (NGOs) in shaping and implementing Uzbekistan's environmental policy in the context of transitioning from state regulation to inclusive environmental governance. Contemporary environmental policy is examined as a field of socio-political interaction based on the concepts of civil society, environmental citizenship, and communicative action. The theoretical and methodological framework - drawing on J. Habermas, A. Giddens, A. Touraine, and A. Dobson - allows for the interpretation of NGOs as systemic actors. Empirically, three areas of their activities are identified: monitoring and analysis (air and water quality control, decentralization of oversight), education and cultivation of environmental culture among youth, as well as mobilization and digital activism (#GreenUzbekistan). The analysis demonstrates the institutional and cultural-normative integration of NGOs into the "Green Economy 2030" and "Uzbekistan - 2030" strategies, legislative practices, and the emergence of a "green" civil society. The article concludes that there is a transition towards a partnership-based environmental democracy, where NGOs serve as intermediaries of trust and drivers of environmental modernization.
