The article examines environmental policy as a system-forming element of modern public governance in the context of global environmental transformations. The study analyzes the evolution of environmental policy from narrow sectoral environmental regulation to a comprehensive system of environmental risk management and sustainable development. Particular attention is paid to the institutional mechanisms of environmental policy and the role of the state, business, nongovernmental organizations, and international institutions in shaping environmental governance. The research is based on institutional, neo-institutional, and governance approaches, which reveal the multilevel and intersectoral nature of environmental policy. It is argued that the effectiveness of environmental governance depends not only on the existence of a legal and regulatory framework but also on the level of institutional maturity, the quality of coordination among actors, and the degree of integration of environmental principles into the state’s socioeconomic policy. The article identifies the main limitations of contemporary environmental policy, including the institutional gap between long-term environmental goals and the short-term logic of political and economic decision-making, insufficient coordination among governance actors, and the formal nature of certain environmental reforms. It is concluded that, under contemporary conditions, environmental policy acts as a key mechanism for ensuring sustainable development and the institutional stability of the state.
