This article provides an institutional, analytical, doctrinal, and legal analysis of the Chinese model known as the Fengqiao Experience (枫桥经验) as a unique institution of preventive management. Based on an analysis of the evolution of China’s social governance system from “social control” to “social management,” it argues that the Fengqiao Experience has become one of the key instruments for implementing the Party doctrine of “joint construction, joint management, and joint use.” The mechanism of its operation is examined, focusing on the resolution of social contradictions at the grassroots level (grassroots Party cells and community committees) and the integration of traditional sociocultural factors (collectivism and hierarchy) into modern management practices. Particular attention is paid to the role of official documents of the Communist Party of China (CPC) in institutionalizing the model. The doctrinal and legal characteristics of the Fengqiao Experience are articulated, its place within the public security system is defined, and the features of its application in the context of digital transformation are identified.
