The article examines the issues of improving the legal regulation of professional liability insurance for medical workers in Uzbekistan in the context of recent healthcare reforms. The study highlights the gaps and contradictions in the current legislation that hinder the effective implementation of insurance mechanisms for protecting both patients and medical professionals. A comparative legal analysis of compulsory professional liability insurance models in Russia, Germany, and the United States is conducted, which makes it possible to identify their strengths and weaknesses, as well as potential ways of adapting them to the national legal system. Special attention is given to the draft law “On Medical Practice and Compulsory Professional Liability Insurance of Medical Workers” and its expert evaluation by the National Chamber of Innovative Healthcare. Based on the analysis, directions for further legislative improvement are proposed, including the introduction of individual licensing of doctors, expansion of insurance coverage, and state support in financing insurance premiums.
