Drawing on historical sources, this article examines the political investigation system and covert surveillance practices employed by the Russian Empire in the Turkestan region, particularly in the Fergana Region, during the early twentieth century. It analyzes the activities of the Turkestan District Security Department (TROO), including the recruitment of secret agents, the conduct of external surveillance, the monitoring of individuals deemed politically unreliable, and the inspection of postal and telegraph communications. Particular attention is paid to how secret police records portrayed Mirkomilbay Mirmuminbayev, a prominent member of the economic and political elite of Andijan District. The article also examines tensions arising from resettlement policies and land relations, as well as official surveillance of the Jadid movement and new-method schools.
