The Introduction of “Enhanced” and “Emergency” Security Regimes in the Fergana Region

Annotatsiya

This article examines the legal foundations and practical introduction of “enhanced” and “emergency” security regimes in the Russian Empire’s Turkestan region, with particular attention to the Fergana Region. It analyzes the Regulation on Measures for the Protection of State Order and Public Peace of August 14, 1881, and identifies the authority granted to local administrators, police bodies, and military officials while these regimes were in force. The discussion also addresses their effects on public assemblies, the press, educational institutions, and local administration, together with the use of administrative exile and police surveillance. From a historical and legal perspective, the article assesses how these measures strengthened colonial governance, expanded control over the population, and facilitated the suppression of anti-colonial resistance in the Fergana Region.
