The article examines the concept of a “digital representative body”, which reflects the constitutional and legal nature of representative bodies of state power in the context of digitalisation. The author identifies three stages of digitalisation and demonstrates that Uzbekistan’s representative bodies remain at the stage of process digitalisation. The concepts of the “digital state” and the “digital representative body” are distinguished based on five criteria: purpose, the status of the citizen, accountability, institutional independence, and transparency. Through grammatical, systemic, historical, and teleological interpretation of constitutional norms, the article substantiates the conclusion that the Constitution establishes an obligation for representative bodies to operate openly in the digital environment. As a result, the author formulates a five-element definition of the “digital representative body” and puts forward legislative proposals based on this definition.
