Annotatsiya

The article critically assesses special criminological prevention measures and victim protection in cases of fraud involving women as both offenders and victims. The forms of prevention established under Uzbekistan’s Law “On the Prevention of Offences” are examined in relation to situational crime prevention, repeat victimisation, and evidence-based evaluation. Officially published statistics show explosive growth in the digital segment but provide no breakdown by type for fraud involving women. Current measures (the Central Bank’s anti-fraud system, the microloan non-recovery initiative, and awareness campaigns) represent steps in the right direction but remain fragmented and unmeasured. We propose type-targeted measures, mandatory preventive contact with victims, a “no-blame reporting” standard, the registration of repeated reconciliations, and a set of outcome indicators
