International Standards for the Prevention of Juvenile Delinquency and Issues of Their Implementation in National Legislation

Annotatsiya

This article examines international standards for preventing juvenile delinquency and protecting children within justice systems, focusing on the Convention on the Rights of the Child, the Riyadh Guidelines, the Beijing Rules, the Havana Rules and the United Nations Guidelines on the Role of Prosecutors. Their legal status and practical implications are compared with the legislation of Uzbekistan. Drawing on the UN Committee on the Rights of the Child’s 2022 recommendations, the paper proposes a child-rights-based checklist for prosecutorial supervision, safeguards against stigmatizing intervention, and legally defined procedures for evaluating community-based prevention and diversion.
