The article substantiates an organizational and pedagogical approach to developing transformational leadership among general secondary school principals. Drawing on leadership theory, research on school effectiveness and the regulatory context of Uzbekistan, it specifies leadership components, diagnostic criteria and conditions for implementation. An author-designed developmental mechanism integrates baseline diagnosis, collaborative vision-setting, practice-based professional learning, coaching, school-level action and feedback. The suggested model is theoretical and methodological; it does not claim results from an experiment that has not been reported.
