This article develops a system of pedagogical and diagnostic criteria and indicators for assessing the functional literacy of secondary school students. Drawing on an analysis of reforms to Uzbekistan’s educational assessment system, the new state educational standards, and the international assessment programs PISA, TIMSS, and PIRLS, the study substantiates four criteria: content-knowledge, activity-practical, cognitive-intellectual, and personal-motivational. For each criterion, low, medium, and high levels of functional literacy are defined and aligned with the corresponding PISA proficiency levels.
