This article analyzes the institutional development of the State Museum of Arts of the Karakalpak ASSR during its first decade (1966–1976), drawing on the museum’s annual reports — some of which bear the signature of its director, I.V. Savitsky — legislative and regulatory acts, as well as descriptive materials about the activities of the museum. It traces the evolution of the institution’s staff — growing from four employees in 1966 to several dozen specialists by the mid-1970s — and the expansion of its collections, which increased from approximately 2,000 items at the time of opening to over 20,000 works by 1974. The study examines the organizational challenges involved in establishing a provincial art museum, such as an acute shortage of qualified art historians and conservators, limited space for exhibitions and storage, and the need for staff to set up conservation workshops using their own resources. Based on the reports, the article reconstructs the museum’s collecting and exhibition activities, including the acquisition and donation of paintings, graphic works, sculptures, and folk art, as well as the organization of exhibitions in Moscow, Tashkent, Lviv, and Tallinn. It concludes that the museum’s emergence as a fully-fledged institution took place amidst severe shortages of personnel and material resources—obstacles overcome through the director’s purposeful organizational efforts and the enthusiasm of a small team of staff members.
