National Certification as a Mechanism for Evaluating School Teachers: Regulatory Foundations and Teachers’ Perceptions

Annotatsiya

The article examines national certification within Uzbekistan’s teacher evaluation system by analyzing the relevant regulatory framework and teachers’ views expressed in open sources. A documentary review and thematic analysis indicate that national certification is primarily intended to assess and certify standardized knowledge and professional competencies, whereas attestation performs a broader function in the professional evaluation of teachers. Particular attention is paid to the national certification model introduced for primary school teachers beginning in the 2026/2027 academic year, which assesses subject knowledge, teaching methodology, and pedagogical mastery. The article proposes complementing national certification with the assessment of teaching practice, professional portfolios, and evidence of continuing professional development.
