This article examines the organizational and legal nature of collegial bodies within prosecution services, their role in the prosecutorial system, and the mechanisms governing their operation. The concept of a collegial body, the principle of collegiality, the legal foundations of collegial decision-making, and the relationship between collegiality and individual leadership are analyzed from theoretical and legal perspectives. The study also examines institutional models of collegial governance in the prosecution services of Germany, other European countries, and selected foreign jurisdictions, focusing on their powers, composition, decision-making procedures, and relationship with the individual responsibility of the head of the relevant prosecution body. Particular attention is paid to the role of collegial bodies in ensuring legality within prosecution services, strengthening the justification and consistency of decisions, promoting uniform prosecutorial practice, and enhancing administrative effectiveness. Drawing on comparative legal experience, the article develops scholarly and practical proposals and recommendations for improving mechanisms of collegial governance within prosecution services.
