A Transboundary Cluster Model for Youth Employment and Skills Development: The Case of Tashkent and Sughd Regions

Annotatsiya

The article examines theoretical and practical approaches to promoting youth employment and developing professional skills in the context of changing conditions in regional labor markets, with particular emphasis on the potential for cooperation between the Tashkent Region of Uzbekistan and the Sughd Region of Tajikistan. The study proposes a new model of cooperation among vocational education institutions, employers, government authorities, businesses, and young people. It presents a transboundary cluster model that integrates vocational education, practical training, the development of labor-market-relevant competencies, labor mobility, and youth entrepreneurship. The model incorporates elements of Dual Vocational Education and Training (Dual TVET), professional certification systems, digital employment support tools, and public-private partnerships. The scholarly contribution of the study lies in the development of an organizational and economic mechanism for establishing a transboundary youth employment cluster that more effectively aligns vocational training systems with the needs of regional labor markets. The practical significance of the proposed model lies in its potential to enhance the competitiveness of young people, create new employment opportunities, facilitate labor mobility, and promote youth entrepreneurship in border regions.
