The article analyzes the sociological dimensions of anti-corruption efforts in Uzbekistan. The gap between formal legal regulation and the everyday conduct of citizens is examined through Eugen Ehrlich’s concept of “living law” and the theory of legal nihilism. Drawing on typical informal practices in healthcare, education, public services, and public procurement, the author explains how corruption becomes normalized as a social practice. International index scores are compared with national survey data. The article concludes with specific legislative proposals for integrating continuous sociological monitoring into anti-corruption policy.
