The article analyzes the constitutional and international legal foundations for restricting vehicle movement. It substantiates the importance of strict adherence to the principles of legality, legitimate purpose, necessity, and proportionality when restricting freedom of movement, drawing on the provisions of the UN Covenants, the Paris Agreement, and the Vienna Convention. In addition, the article examines existing gaps in national legislation concerning the administrative and legal regulation of autonomous and AI-driven vehicles. To improve the administrative and legal framework governing restrictions on vehicle movement, the article develops scholarly and practical proposals and recommendations for introducing digitally integrated management systems into legislation and establishing differentiated administrative liability for relevant offenses.
