The article examines the international legal foundations of state responsibility in organizing major international sporting events. Special attention is given to the analysis of existing legal frameworks governing the duties of host states during the preparation and conduct of global competitions. Specific case studies, including Sochi 2014, Rio 2016, and Qatar 2022, are discussed to illustrate the impact of state actions on the development of international sports law. The author proposes the creation of a universal model of legal accountability for host states, emphasizing the need for a UN Framework Convention and a permanent international monitoring mechanism. The findings highlight the importance of institutionalizing legal standards to ensure transparency, accountability, and the protection of human rights in the field of sports.
