formation and development of the organizational and legal framework of NGOs largely depends on the economic factor, and not on the political one. During the study, it turned out. That non-profit organizations should be created to maintain the health of citizens, develop physical culture and sports, meet the spiritual and other non-material needs of citizens, protect the rights and legitimate interests of citizens, resolve disputes, provide legal assistance, as well as provide charitable assistance and other purposes to achieve social, charitable, cultural, educational, scientific and managerial goals. In the course of the study, the experience of separating the organizational and legal forms of NGOs and their classification in the CIS countries was analyzed.
