This article presents a scientific analysis of the legal nature and concept of non-profit organizations in the United Nations, the Council of Europe, the Organization for Security and Co-operation in Europe, Economic Development and Cooperation. One of the important characteristics of non-profit organizations is studying the opinions of scientists and researchers about voluntary self-government. A comparative analysis of the legislation of some states on the involvement of these organizations in entrepreneurial activity is carried out. Through the entrepreneurial activity, the theoretical foundations of financing non-profit organizations are analyzed.
