It is known that non-governmental non-profit organizations play an important role in civil society institutions. The improvement of legislation on their organization and functioning is relevant. This article analyzes the organizational and legal foundations of the activities of non-governmental organizations based on the norms established in regulatory legal acts. Also, in order to achieve this goal, a comparative legal analysis of the organization of non-governmental non-profits and legal foundations in some foreign countries was carried out. An attempt is made to clarify the issues of this article on the basis of domestic and foreign experiences of the forms of non-governmental non-profit organizations. In addition, problems and gaps in national legislation are highlighted.
