Improving the civil service sector is acquiring important scientific and practical significance for achieving social development. Since the potential and professionalism of personnel play a key role in the development of any country, it is necessary to develop their skills to prepare competitive specialists. The article analyzes the skills necessary to optimize the work of civil servants. The content, types and interpretation of the concept of "skill" in modern literature are considered. The article also studies the features of applying Dreyfusʻs "Five-Stage Model of Mental Activity in the Process of Skill Formation" to the activities of civil servants. By revealing the content and advantages of the Dreyfus model, the necessity of using this model in developing the “hard” and “soft” skills of civil servants is substantiated, its specific features and methodological aspects of implementation are highlighted.
