This article scientifically examines the role of the meritocratic approach in the issue of fair selection and appointment of civil servants. It is known that human resources play a key role in optimizing the management system. The practice of effectively addressing the issue of training and selection of qualified personnel based on a meritocratic approach is used in the experience of developed countries. From this point of view, this article scientifically analyzes the essence, features and social significance of the concept of meritocracy, as well as reveals the practice of using the meritocratic approach in foreign experience, in particular Singapore, China, Japan. This article also examines the process of reforming the principles of meritocracy in Uzbekistan and describes the effectiveness of the work carried out in this direction. At the end of the article, the author drew a conclusion based on the studied theoretical analysis.
