The article examines the specific features of innovation process management in regional universities, especially under conditions of limited resources and increasing demands for digital transformation. It highlights key challenges and risks faced by universities in implementing innovation strategies, including personnel constraints, organizational structures, and regulatory barriers. The author compares centralized and decentralized governance models and reviews both international and national experiences. Special attention is given to the development of digital infrastructure, partnership networks, and the promotion of an institutional innovation culture. The paper emphasizes the importance of adapting management strategies to the regional context and offers practical recommendations for strengthening the institutional capacity of universities.
