This article addresses the concepts of “writing,” “written speech,” and “writing competence.” The essence of the term “competence” and its types—general and communicative competencies—are explained in detail. Writing skills are presented as one of the four main language skills. The author also discusses the process of developing “writing technique” and mastering good handwriting through the development of graphic and orthographic competencies. In addition, the article examines a number of factors related to written expression competence, including the speech situation, the intended communicative purpose, the logical organization of ideas, the use of lexical and grammatical means, and their compliance with language and speech norms. The opinions and proposals of several national and foreign researchers engaged in issues of written speech competence in foreign language teaching are also reviewed.
