The article examines the evolution of Uzbekistan’s state policy on protecting women from harassment and violence throughout the years of independence. Based on an analysis of legislation, institutional reforms, and practical protection mechanisms, it identifies seven stages in the development of the national system: from constitutional equality and social assistance to special legislation, protection orders, administrative and criminal liability, comprehensive rehabilitation, digital services, and risk-based prevention. Particular attention is paid to the 2019 Law on the Protection of Women from Harassment and Violence, the criminalization of domestic violence in 2023, the expansion of interagency social services in 2024–2025, and the new organizational and legal measures introduced in 2026. The article also assesses the international recognition of these reforms and Uzbekistan’s improved standing in relevant global indices. At the same time, it highlights persistent challenges, including fragmented statistics, unequal regional access to quality services, excessive reliance on reconciliation, victims’ economic dependence, and emerging forms of digital violence. The author proposes a unified “Safety–Accountability–Recovery” model, an interagency case-identification system, an open national data dashboard, electronic monitoring of high-risk offenders, specialized professional training, expanded state-funded legal assistance, and regular national victimization surveys.
