The article examines systemic problems of transparency and legal regulation of decisions adopted by local state authorities in the Republic of Uzbekistan. The study analyzes the practice of unjustifiably classifying documents under the “For Official Use” (FOU) stamp in the “E-qaror” electronic system. Based on comprehensive monitoring conducted by supervisory authorities, systemic problems and regional features of transferring khokimiyat decisions into a closed format were identified. The corruption risks associated with classifying administrative documents and the blanket norms of Cabinet of Ministers Resolution No. 766 were evaluated. The study characterizes patterns related to reducing the administrative dominance of the executive branch over representative bodies in local governance. Based on the research conducted, strategic proposals were developed to implement the principle of the “presumption of openness” in local government, ensure legislative hierarchy, and develop digital compliance systems.
