This article analyzes the theoretical and legal foundations for categorizing mahallas according to their criminogenic situation, identifying factors that influence crime, and addressing issues related to the effective organization of preventive measures. It also highlights the criteria for assessing the criminogenic situation in territories, mutual cooperation among crime prevention entities, and the importance of a victimological approach. The article provides a scientific analysis of victim behavior among the population, social risk factors, and the legal aspects of applying modern preventive mechanisms to prevent offenses. Furthermore, proposals and recommendations have been developed to enhance the effectiveness of public safety by organizing targeted preventive measures based on the categorization of mahallas.
